Hillsborough Corridor Preservation Study, Constrained Roadways Study and South County Study, Hillsborough County
The Corridor Preservation Study identified and preserved right-of-ways for future surface transportation corridors. SRI was responsible for leading the public involvement and outreach efforts for the two phases of this project. Activities involved a Speakers Bureau that included 50+ presentations made to various citizen, civic and government groups; large public workshops; County Commission and County Administrator presentations; development of project website, video, newsletters and monthly calendar of events/meetings.

The Constrained Roadways phase included reducing the amount of constrained roads by 15%.  Activities conducted by our firm included public meetings and presentations, committee coordination and development of project materials.

The South County Study involved identifying a plan to meet the transportation needs in South County to satisfy projected growth. Activities included public meetings and presentations, extensive follow up and coordination with active citizens groups and development of project materials.


Lee/Collier 2035 LRTP Update, Lee and Collier MPOs

This project includes the development of LRTPs for both Lee and Collier MPOs, requiringa significant amount of communication between the MPOs and all citizens of Lee and Collier counties.  Public outreach efforts must satisfy the requirements of SAFETEA-LU, including outreach to tribal communities and underserved/minority populations. Our firm has conducted a significant grass roots effort to identify and reach out to the underserved and minority communities.  Activities include community/organization presentations, agency meetings and briefings, workshops, newsletters, website information, comment log, project diary and a flexible tool kit of materials that can be changed as the project develops.

Pinellas Major Investment Study (MIS) and Mobility Initiative, Pinellas County
Our firm was responsible for all public involvement activities for both of these studies.  SRI focused our efforts on engaging the participation of neighborhood and civic groups, business community and agencies through Visioning and traditional workshops, committee and citizen advisory meetings and a host of Speakers Bureau presentation.  Coordinated with the local transit authority, FDOT, and Pinellas MPO, as well as all of the towns and cities within the county.  We also worked closely with Blue Heron Media to develop a project website, newsletters, comment cards, topic-related brochures, mobile exhibit boards and an interactive cd-rom/video that included simulations of a monorail in Pinellas County.  Our efforts were quite significant and extensive, leading the way to a major rail initiative by FDOT, TBARTA and other transportation agencies in the Tampa Bay region.

Statewide Regional Transit Needs Assessment (SRTNA),
FDOT District’s 1 and 7, Tampa

The objective of the SRTNA was to design a comprehensive assessment plan to help FDOT prioritize and fund regional transit infrastructure and service enhancements required for an effective regional and integrated transit system in an eight county area.  Responsible for conducting public outreach activities, agency coordination and marketing efforts.  Held a National Experts Workshop to discuss and refine the SRTNA project goals, objectives and evaluation criteria. Other tasks included development of handouts, newsletters, web pages and other materials. The outcome of the project was the creation of the Tampa Bay Area Regional Transit Authority (TBARTA) by the Florida Legislature in July 2007 to plan and implement a multimodal transportation system that will connect seven counties making up the greater Tampa Bay region.

Strategic Procurement Advisory Services, Tampa Bay Water
This project provides advisory services to TBW on procurement processes and documentation for a wide range of infrastructure projects  on a national and international basis.  Responsible for stakeholder communication and agency coordination with various member governments and agencies, including developing and presenting materials, financial reports and other project information regarding the structure and implementation strategy;; articulating and promoting public policy objectives using traditional and non-traditional methods/activities; and coordinating with TBW and its third party advisors/consultants to facilitate a seamless and integrated project procurement process.  Also responsible for any creative graphic materials that may be needed to present the project, as well as contact and communication with media, if applicable.

Tampa Rail Major Investment Study (MIS) /Environmental Impact Statement (EIS), Hillsborough Area Regional Transit Authority, Tampa
Conducted extensive community outreach activities and stakeholder coordination.  Focused efforts on engaging the participation of the general public, business community, agencies and neighborhood and civic groups.  Stakeholders included the four counties of Hillsborough, Pinellas, Polk and Pasco and all cities/towns within these counties.  It was an extremely comprehensive coordination effort.  Also established a Speakers Bureau, Transit Development Working Group and Cultural Resources Committee; conducted workshops, over 200 presentations, committee meetings, public hearings; developed website, newsletters, video, brochures, and scrapbook, among other materials.

Wilson Boulevard Extension/Benfield Road Corridor Study, Collier County
Our firm was responsible for all outreach and public involvement activities for this new roadway project in Naples. Tasks include upfront coordination with organized neighborhood and special interest groups, civic associations and government agencies; presentations, meetings and public workshops and hearing; newsletters, website information and documentation of comments.

North Carolina

Business 40 Improvements in Winston-Salem, NCDOT
The overall improvement project is an EIS; however, this part of the project focuses solely on public involvement and outreach activities related to the improvements of Business 40 through downtown Winston-Salem, which carries over 70,000 vehicles per day.  Due to the high public, political and media interest in the project, public involvement is the critical component.  SRI is responsible for leading all business outreach activities for the proejct, as well as additional tasks involving the general public.  Conducted over 200 “door-to-door” presentations, events and meetings of downtown businesses in a 3-month period; assisted with coordinating and participated in neighborhood and community meetings; media coordination; project materials and website; and meetings with agencies, interest groups and elected officials throughout project development.

Also leading the Bridge Design Working Group, which is comprised of many diverse citizens, artists, architects, and organization and agency representatives who are tasked to help NCDOT design the bridges to be replaced.  The working group is also interested in fundraising efforts to create a unique appearance to the bridges, and reinforce Winston-Salem as the “City of the Arts”.

Business 40 Origin Destination Survey, Winston-Salem, NCDOT
Responsible for developing and coordinating press releases and announcements about the survey in newspapers and on radio and television stations to inform motorists of the project and make them aware of surveyors. Assisted in developing the survey questions in an efficient manner so as to obtain the information needed, as well as to ensure the timeliness of those conducting the surveys (using state-of-the art hand held devices). Also worked with several major employers in downtown Winston-Salem to encourage their participation in an on-line employee survey. Assisted in providing project information to various policy, planning, technical and advisory committees of Winston-Salem.

Focus Groups, Wake County, Charlotte Area and Wilmington, North Carolina Turnpike Authority (NCTA)
Responsible for coordinating 12 focus groups in various areas to determine public reaction and perception about toll roads in the State of NC.  Worked with focus group facilities, assisted in development of recruitment screener and discussion guide, facilitated focus groups and prepared summary reports.  Developed power point presentation of project and results; made presentation to NCTA Board and assisted in development of the final report.

I-77/I-40 Interchange Improvements, Statesville, NCDOT
Responsible for public involvement activities for this major interchange in NC.  Tasks include developing newsletters, web pages and other project materials; conducting workshops and public hearing, presentations and agency and small group meetings; documentation of all outreach efforts and public comments.

Surf City Bridge Replacement, NCDOT
This project includes the replacement of the existing steel truss swing span bridge that was built in the 1950’s.  Responsible for conducting  public outreach  and participating in the technical meetings and development of alternatives.  Activities include public workshops, committee meetings, public comment summary report and presentation to NCDOT, website assistance and development of newsletters, handouts and other print materials.

Triad Transportation Alternatives Analysis, Piedmont Area Regional Authority
Responsible for public outreach/education and agency coordination for a potential commuter rail project between Clemmons and Burlington.   Tasks include speaking presentations, workshops and technical meetings; establishing and working with technical and executive committees and developing surveys, fact sheets, web pages, newsletters, displays and other project materials.  Also, coordinated a unique and successful approach to the project’s land use and station area planning efforts.

US 17, New Hanover and Pender Counties, NCDOT
Responsible for assisting in the public involvement program, primarily with public workshops, designing newsletters and providing website materials and information.

US 64, Wake and Chatham Counties; Tyrrell and Dare Counties, NCDOT
Responsible for public involvement and agency coordination for two separate projects involving improvements to US 64 in NC. Tasks include coordinating and conducting workshops and committee meetings, as well as developing Stakeholder Involvement plans, web pages, newsletters and other project materials.

Other interesting projects that Ms. Simon has worked on at various times in her career include the new Hong Kong Airport Master Plan in Chep Lap Kok, new Denver Airport EIS, Kennedy Drawbridge PD&E, Tampa-Ybor Streetcar, Dow Road in North Carolina, Tallahassee Regional Airport and Luis Muñoz Marín International Airport Economic Impact Analyses, among a host of other roadway, bus and rail transit, bridge and airport projects.
